The National School of Administration and Magistracy (ENAM) of Cameroon is a public institution responsible for training senior executives of the Cameroonian administration and judiciary.
ENAM was created in 1959. It is affiliated to the University of Yaoundé. The main mission of ENAM is to train senior executives of the Cameroonian administration and judiciary to enable them to effectively manage public affairs. ENAM offers high-level training focused on modern management practices, human rights and respect for fundamental freedoms. It aims to be a place of exchange and dialogue open to the world, where future executives of the Cameroonian administration and judiciary are trained in the best international practices. ENAM aims to train senior public officials with solid legal and management training, capable of ensuring the efficient management of public affairs in a context of globalization.
History of the National School of Administration and Magistracy of Cameroon (ENAM)
The National School of Administration and Magistracy of Cameroon (ENAM) was created in 1959 to offer high-level training to future executives of the Cameroonian public administration. ENAM is a continuing education school that offers bachelor’s, master’s and doctoral programs in law, political science, public administration, management, economics and finance. The school is also responsible for the professional training of magistrates and public administration officials. ENAM expanded rapidly during the 1980s and 1990s, growing from a few hundred students to over 3,000. ENAM plays an important role in the political and social life of Cameroon. The school is considered a talent incubator for future leaders in public administration and the judiciary. It has also trained many political opposition cadres, several of whom have been elected to Parliament.
ENAM provides its students with a modern infrastructure adapted to the requirements of the training. The school library is rich in reference works in public administration and law. The school also has a high-performance computer and telecommunications centre. Training is provided by teachers from the best local universities and schools. Training programs are developed in collaboration with institutions and key players in the public sector. ENAM is responsible for the initial training of executives in public administration and the judiciary. It also organizes retraining and further training programs for the executives of these two bodies. ENAM provides high-level training focused on technicality, ethics and morality. ENAM is a member of the Institut des Hautes Etudes de Management Public (IHEDN) in Paris, of the International Association of Schools of Magistracy (AIEM) and of the International Association of Schools of Administration (AIESAD).
Objectives of the National School of Administration and Magistracy of Cameroon (ENAM)
ENAM’s mission is to train future executives of public administration and the Cameroonian judiciary. The school aims to prepare its students to assume positions of responsibility in public administration and to perform their duties in an ethical and professional manner. ENAM also strives to contribute to the evolution of Cameroonian institutions by promoting the development of a culture of excellence and democracy.
Challenges facing the National School of Administration and Magistracy of Cameroon (ENAM) is facing today
The National School of Administration and Judiciary of Cameroon (ENAM) is facing several challenges today. ENAM is an institution that trains executives of public administration and the judiciary in Cameroon. The school is responsible for providing high-level training to executives in public administration and the judiciary, with a view to enabling them to better serve the Cameroonian people. However, ENAM faces several challenges that hinder its proper functioning. Among which we can cite:
- Lack of financial resources: ENAM suffers from a lack of financial resources, which hinders its proper functioning. ENAM is in fact financed by the State budget, which is an unfavorable environment due to the economic and financial crisis that Cameroon is going through.
- The question of language: ENAM is a French-speaking school, while Cameroon is a multilingual country. The official language of the school is therefore French, which is a foreign language for many Cameroonians from the English-speaking regions.
- Lack of qualified personnel: ENAM also suffers from a lack of qualified personnel. Indeed, many teachers at the school were recruited on the basis of political criteria and not on the basis of their professional skills.
- The question of reform: ENAM is also faced with the question of reform. Indeed, the school is moving from a logic of training to a logic of research. This transformation is necessary, but it is not without difficulties. In order to overcome these challenges, ENAM must be better funded and provided with adequate resources. It must also be staffed with qualified and experienced staff. Finally, the school must better adapt its training programs to the needs of Cameroon.
