Contributions for textbooks for the 2022

For the 2022/2023 school year, the presentation of the requests in order to receive the contribution for the textbooks of the 1st and 2nd grade secondary schools, it will have to be done ONLINE from September 5th to 26 October 2022, until 18:00, using the application at the internet address: ER-GO school (accessed with SPID credentials – Public Digital Identity System).

In implementation of the act of the Emilia-Romagna Region Council (n. 1114 of 4 July 2022), to which reference should be made for matters not provided for in the announcement published below, the Municipalities of the Romagna Faentina Union (URF) will assign the contribution for textbooks for the academic year 2022/23.

Who can access the benefits?

Students enrolled in first and second grade secondary schools of the national education system (state, equal private and equal to Local Authorities, non-state authorized to issue qualifications with legal value) and residing in the regional territory or students enrolled in secondary schools of 1st and 2nd grade of the national education system of Emilia-Romagna and residents in other Regions that provide the benefit according to the “school attended” criterion, or students who make use of parental education for the fulfillment of compulsory schooling and who have submitted prior notification to the headteacher of the territory of residence to make use of parental education for the 1st, 2nd and 3rd grade secondary school classes and 1st and 2nd grade secondary school classes.

Are there any special requirements?

It needs to be not older than 24 years of age, i.e. born on or after 01/01/1998 and belong to families with a value ISEE 2022 valid falls within the following ranges:

  • Band 1 ISEE from €0.00 to €10,632.94;
  • Band 2 ISEE from €10,632.95 to €15,748.78

The age requirement does not apply to disabled students certified under Law no. 104/1992.

Who must submit the application?

If the student is underage, the benefit must be requested by the student’s parent or legal representative. If the application is presented by the legal representative of the minor, the Municipality reserves the right to request the documentation proving the status of the declarant.

If the student is adultthe application must be submitted by the student himself. Otherwise, the adult student can delegate the parent / guardian to present it for him: in this case she must complete and sign the proxy and send it to the Municipality of residence.

How is the application presented?

The application must be presented exclusively ONLINE using the application prepared by ER.GO (ER.GO school)

Within what time limit must the application be submitted?

From 05 September 2022 to 18.00 on 26 October 2022

Can I contact a Tax Assistance Center (CAF) to submit the application?

Yes. To submit the application online, the user can be assisted free of charge by the Tax Assistance Centers (CAF) affiliated with the regional company ER.GO, the list of which is published on the website:

Can I already activate myself to carry out some practices in the meantime?

Yes, it’s good as of now:

  • acquire the certificate ISEE 2022 (referring to 2020 income) as the economic requirement of income is required within the ISEE threshold of €15,748.78;
  • acquire digital identity SPID;
  • have an address available personal e-mail and mobile number;
  • have a health card or medical card fiscal Code;
  • Having a identity document currently valid.

How do I access the ER-G0 application?

Pursuant to current national provisions (art. 24 paragraph 4 of Law Decree n.76/2020 converted into Law n.120/2020), access to the ER.GO SCUOLA application for the submission of applications can only be made through the SPID digital identity (Public Digital Identity System), or CIE or CNS.

Do I need a particular ISEE?

Yes. The required ISEE is that for subsidized services for minors (coincides with the ordinary ISEE if the family nucleus is not in the cases governed by art. 7 of DPCM 159/13).

DPCM 5 December 2013, n.159 adds additional ISEE to the ordinary or standard ISEE to be used for requesting certain types of services and in the presence of certain characteristics of the family nucleus, in particular for subsidized services for minors in the presence of non-cohabiting parents (Article 7).

The ordinary ISEE can also be replaced by the current ISEE (valid for six months) calculated following significant changes in income resulting from changes in the working situation of at least one member of the household (art. 9 of Prime Ministerial Decree 5 December 2013, n.159 and art. 28 bis Legislative Decree April 30, 2019 n. 34 coordinated with the conversion law June 28, 2019 n. 58.)

How do you get the ISEE 2022 value of the family?

To obtain the ISEE 2022 valid specifies that the minor in temporary foster care and the minor in foster care and placed in a community is considered a separate family nucleus.

Once the ISEE certificate has been obtained, do I have to declare the ISEE value in the application?

No. The applicant will need to indicate in the question only the protocol number INPS of the ISEE certificate issued in 2022 since the student’s ISEE value will be obtained directly from the INPS database.

If the INPS protocol of the ISEE certificate is not yet available, the applicant must indicate the sender protocol of the Single Substitute Declaration (DSU) issued by the CAF (field active only on 25 and 26 October until 18.00): in this case, the application will attempt to download the data relating to the ISEE certificate starting from the sender protocol indicated by the applicant (for this reason the sender protocol must be indicated correctly in the application form, under penalty of rejection of the application).

Do I have to declare an expense?

No. The unit amount of the contribution is not identified in proportion to the expenditure incurred and is not subject to reporting.

Do I have to attach any documentation?

No. No documentation must be attached to the application.

How do I know if the application presented has been accepted?

If you are not the recipient of a rejection communication from the Union of Romagna Faentina (URF) by 31/12/2022, the application is deemed to have been accepted.

How do I find out about the payment of the benefit and the methods and terms of collection?

VERY IMPORTANT – When entering the application, the system will assign an ID code. It is necessary to take note of this code (identified with the item ID followed by a number), as it will have to be used to follow the preliminary procedure of your application. In fact, the communications to the interested parties will take place through publication on the Unione della Romagna website.

ATTENTION: on the URF website and on the individual municipal websites, a page dedicated to those admitted to the contribution for textbooks will be active, where the lists of resident beneficiary pupils will be published, who will be identified with the ID code assigned by the ER-GO program during the phase of submitting the application. The amounts, methods and deadline for collecting the contribution will also be indicated on the aforementioned internet pages, which must take place by 30 November 2023 under penalty of forfeiture of the contribution. The Unione della Romagna Faentina (URF) declines all responsibility for any consequences deriving from failure to view the communications published on the aforementioned internet pages.

How much is the refund?

The amount cannot be defined, because it depends on how many applications will be presented in the Region Emilia Romagna. The amount of the grant will be determined on a final balance by the Emilia-Romagna Region, taking into account the number of beneficiaries and the available resources.

When is the refund received?

Presumably in the year 2023. At the moment the certain date cannot be defined, because it depends on the time frame within which the Emilia-Romagna Region will disburse the funds to the Municipalities. In fact, these are state funds transferred to the Municipalities by the Emilia-Romagna Region. Therefore, the benefit will be disbursed only after the funds have been received from the Region.

What controls are there?

Pursuant to art. 71, paragraph 1, of Presidential Decree no. 445/2000, the Unione della Romagna Faentina (URF) will carry out checks on the declarations made in self-certification both on a sample basis and in cases where there are well-founded doubts about the truthfulness of the content, even after having paid the contribution, with every means available (e.g. access to the registry office, to the information systems of INPS, of the Ministry of the Economy, involvement of the Guardia di Finanza, etc.). To this end, the applicant must produce all the documentation that may be required. In the event of untruthful declarations, the interested party loses the benefit and is required to return what the institution has already paid. The application of the criminal laws in force remains unaffected.
