LET’S MAKE THE REFORMS THAT DON’T COST


It doesn’t mean going into debt, but producing wealth and work having ten points of GDP linked to European funds available. Here, not elsewhere, mind and concentration must be put. Proceeding along the path of reforms and simplifications in support of our exports, which have proved to be the most dynamic in Europe, means stimulating the country, changing mentality. We need to put solidarity back into circulation in the country and the desire to feel part of a system. Acquire the collective awareness that we must not always think about raising cash, which is exactly what lobbies do. It is essential to implement reforms that cost nothing, but are worth a lot. Major crises are a formidable opportunity to make these transformations

Given that the maneuver is doing the most that can be done with the money that is available, it becomes strategic to carry out reforms that do not cost. It becomes strategic, mind you, to do it urgently. Putting the people and governance mechanisms of the public investments already underway up and running and opening the construction sites of the National Recovery and Resilience Plan means completing half of the work of the economic miracle that is still possible. Reviewing the regulations to the point of weakening their negativity by abolishing all the paralyzing axes of environmental impact assessment (DIA) and strategic environmental assessment (SEA) means implementing reforms that cost nothing, but are worth a lot. Continuing to put school programs in order as has already been done in part does not imply a cost, but it builds the future and one must be able to do so. Having implemented the laws of competition and those of justice already voted not only does it mean not losing the installment of European funds, but above all helping the Italian economy to grow with its strength, to develop the meritocratic drive, to give itself a serious growth program long-term solidarity.

Not being able to distribute money in rain, which is never a right thing, and having avoided us from collapsing in a daring way by taking the obligatory path that spares us that of propaganda, now a government that wants to last must commit all its best energies to reforms that do not cost and reunite the country. This serves to help restore impetus and confidence to our economy and would demonstrate a vital reality that has got back into motion and does not want to surrender to the catastrophism prevailing at home and the global complications that come from outside.

Proceeding along the path of reforms and simplifications in support of our exports, which have proved to be the most dynamic in Europe, means stimulating the country to have imagination and method on something that belongs to the constitutive features of our production system. It means changing mentality and involving the country in this thing. Acquiring the collective awareness that we must not always think about raising cash, which is exactly what lobbies and their TV friends do, but rather we need to reflect on things that don’t cost money, which is also what citizens are interested in.

We need to put solidarity back into circulation in the country and the desire to feel part of a system even if a single point more of a reduction in the tax wedge is not enough and cuts of sixteen billion would be needed. It’s not the money that you don’t have and that doesn’t become real just because you ask for it, but the ability to make public and private investments that are the expression of the country’s desire to do things.

That same desire to do that was best expressed during the season of the Draghi government in all areas of the economy and which has produced extraordinary results. That same desire to do today in a pre-recessionary context in the absence of a leap of government action on reforms that cost zero, would inevitably end up returning to focus on what it would not have had without knowing that it cannot have it. This reverse short circuit produces serious damage because it triggers social anger and begins the litany that stops the country. It results in strands of new populisms which is the last thing we need.

If, on the other hand, the race for reforms that do not cost is triggered, even the Regions which are managed in many cases by parasitic executives will try to change their method, to change their mentality. Even those who hide will want to come out. The growth to be built today is the mixture of trust that can unleash the possible change. Which is not the imaginative one of old and new populisms. In the mixture of trust that releases the energies of possible change there are companies that return to make investments and the ability to attract international capital that brings other investments. Everyone must convince themselves that it is more convenient to work and make profits to pay the bills instead of continuing to ask the public budget to subsidize the profits reduced by high bills. We cannot keep knocking on an empty coffer which is that of the Italian state bent by its monstrous public debt. Which is nothing more than the other side of the thousand private vices of our community. From which we will only come out by changing our mentality. Major crises are a formidable opportunity to make these transformations.
