ATA staff: the Apulian school on its last legs

For some time, the trade union organizations have been denouncing the shortage of ATA staff assigned to schools in the Puglia Region made even more evident in these very hard years of pandemic in which the ATA staff, like the teaching and managerial staff, showed seriousness, commitment, dedication and attachment to work and profession, guaranteeing safety and health in a working context in which the virus has a high potential for contagiousness. We have always requested the recovery of the cuts that were also made to staff of administrators, technicians and school collaborators when 45,000 places were cut in the three-year period 2008-2011 (in Puglia the cut was 4,000 units) and the request for additional Covid staff also for this school year moves consistently in that negative direction.

In fact, last school year in Puglia, out of 55,000 additional staff positions at national level, useful resources were assigned to activate 4,088 fixed-term contracts, of which 3,146 were ATA staff and 942 teachers. But, unfortunately, for the current school year the Draghi government did not intend to reconfirm the resources necessary for the reactivation of the additional Covid staff, causing situations of serious difficulty in the Apulian schools. The writers are aware that the Government has never talked about the reconfirmation of this staff after June 2022, but the problem in schools remains because the schools, without this additional staff, are no longer able to carry out the ordinary administration, not only for the management of the spaces but also for the support to disabled pupils whose number has risen, in the last 5 years, from 17893 to 20708, with an increase, in the last year alone, of 625 units.

To cope with this umpteenth havoc, the Regional School Office (USR Puglia) has granted in the first instance a tranche of 740 places notwithstanding ATA, (of which 254 administrative assistants, 13 technical assistants, 469 school collaborators, 1 nurse and 3 collaborators in agricultural companies) and, after the pressure of the unitary regional trade unions, in the last hours, authorized a further 94 places in derogation.

The writers, while appreciating this further effort of the Regional School Direction, consider this increase absolutely insufficient to accommodate the territorial requests coming from the Apulian schools, since, according to the tables that have been delivered to us by the USR, there are still many unanswered requests that can be quantified in based on the following table:

From the above data, provided by USR Puglia, it is clear that the shortages of ATA staff complained by the Apulian schools amount to almost 2,000 units, net of those already authorized. All this occurs, moreover, in a very particular school year in which the immense amount of work underlying the implementation of the PNRR and the related reform processes, the activation of motor education in the fifth grade of primary school, will require loads. additional work both in the school secretariats and in the laboratories. The school secretariats, in particular, are now collapsing because, every year all the tasks that once came are unloaded on them carried out by other bodies or by local school offices (pension and severance payments, rankings of alternates, monitoring, ordinary maintenance, etc.) stressing the secretariats, the Directors of general and administrative services and school managers with real bureaucratic harassment.

For these reasons, the writers have decided to demonstrate on 30 September 2022 from 4 to 6.30 pm in front of the prefecture of Bari and invite staff from all school communities together with families and students to mobilize.
