School building sites in confiscated property Memorandum of Understanding

The City of Turin and FSC Turin (Training, School, Safety), have signed a Memorandum of Understanding for the promotion and creation of training opportunities and experiences aimed at promoting the development of knowledge and technical skills of the students of the Operator course Building created by FSC Turin in order to facilitate entry into the world of work.

The Protocol thus launches a pilot project which envisages the construction of “school yards” on the confiscated buildings for small ordinary maintenance interventions and the renewal of finishes. The first school building site will be built in an apartment located in Corso Lecce of about 130 square meters which will become a home for young foreigners on their way to starting an independent life. The construction site will initially employ 8 young people and subsequently, on rotation, another 20, aged between 14 and 18 years. The initiative may also be extended to other confiscated assets.

The City of Turin, in fact, is the assignee of 15 real estate units located in its territory confiscated from organized crime and intends to promote and enhance these assets to make them tools for the promotion, growth and strengthening of the culture of legality, social justice and solidarity, as well as of offering new opportunities for economic and cultural development, through the transformation of confiscated assets into places of personal growth and aggregation of citizens.

In August, the National Agency for the Administration and Destination of Assets Seized and Confiscated from Organized Crime (ANBSC) assigned to the City a building of about 85 square meters in via Bardonecchia and, at the beginning of November, a large building of about 1000 square meters near via Lanzo known as Castelletto di Bramafame.

For other properties, the administrative procedure necessary for the acquisition is already underway.

FSC Torino is the bilateral body of the building sector of Turin which deals with the education and training of young people with a middle school certificate.

The Protocol also provides for the inclusion in the teaching program of a training module on legality and citizenship education activity aimed at students engaged in “school yards” aimed at enhancing the meaning and social impact of the activities carried out by students in the context of the restoration of an asset confiscated from criminals.

The protocol will be valid and effective until 31 December 2024.

The deputy mayor Michelle Favaro, with delegation to Legality: “a confiscated and recovered property is a healed wound in the City. Through the destination of goods for social use, we help to strengthen the relationship of trust with citizens who see legality restored and can enjoy new services dedicated to them. Through the Protocol, we also involve young people and citizens in construction school training in this process. We make them protagonists and real architects of a piece of the common good of which I am sure they will feel proud and responsible also in the future”.

The assessor Gianna Pentenero: “Returning a place to the city after taking it away from organized crime is already a victory for the institutions. Using this place for the training and growth of girls and boys guarantees a future for that place and represents an enrichment for the whole community. It will be nice to think that knowledge and know-how will be elements in the training of male and female students, but learning in this new space will make them better professionals and better citizens”.

The president of FSC Turin Massimo Maccagno “The students of our school, during the lesson hours of the construction operator course, carry out many hours of practice on simulated construction sites, but this time they will be able to deal with real maintenance and renovation as part of an important project with a great social and civil.

Our participation in the project is closely linked to the educational function of our professional training institution. For us, professional training activity has always been closely connected with the principles of compliance with the law through education in legality; a practice that makes it possible to form future worker-citizens capable of respect, responsibility towards others and the community.”
